Yesterday what our Central Government did was a historical mile stone. If you have read the entire notification, it is mentioned there, (that) usually the amount will be paid after deciding in GST Council. But the total amount in the Compensation fund (1/n)
was only about RS.25000 crore and the due for states was about 86000 crore. As per the decisions taken by GST council, they can pay after 3 months or 6 months, or 9 months, as and when the funds are collected in GST pool (Compensation). Still Central Government has paid the (2/n)
balance money (of about 60000+ cr) from its sources and released the dues to the states yesterday. This is first time in the history of GST. As per GST (Mechanism) they will collect the dues (from the tax payers) of GST & Cess (which is over & above GST on selected items). (3/n)
As and when they receive the funds they will distribute the dues to the states. But what our Central Govt did yesterday was phenomenal. When there was no money in GST pool, CG has said that they would pay the entire dues from their sources and settle it. When GST council (4/n)
itself does not have the resources (power to pay) Central Govt did this. They also have given the reason for this action. Some states, specifically, which are coming out of the pandemic phase and progressing towards economic growth, need the funds. (5/n)
(for augmenting the growth). Though, as per our Constitution under which GST council is formed, where the GST council rules provides for payment in later dates (as and when collected), Central Govt has cleared the dues at once, because the states will be benefited. (6/n)
In this, TamilNadu got Rs.9602 crore. This is excluding June 2022. The dues were settled till 31st May 2022 i.e. till yesterday (The interview was on 1st June 2022) for all the states.
The confusion starts here . The other day, I asked about this only, on my press meet. (7/n)
Our Finance minister, while speaking in the assembly quoted a different amount. Our Chief Minister, while speaking in front of our honourable Prime Minister quoted a different amount. Now he says Rs.16000 crore. From where this amount came? This is the first point. (8/n)
What we repeatedly say, as per RTI data, for past three months, continuously there is a mismatch between our figures and what they claim. So, if the Finance Minister says that this is not correct, it is he who has to explain, what is not right. As per Central Govt, (9/n)
the dues for Taminadu, which was Rs.9602 crore, is fully settled. Now the next point. The dues to be paid to Central Government by Tamilnadu Government is Rs,25000 crore. The Finance minister did not open his mouth in this regards, so far. Now what they say? (10/n)
“TANGEDCO is in loss, hence we will borrow money to pay the dues”. So we request not to get into the politics of separatism and if they practice that, this would be the outcome.
(11/n)
They cannot use the reason 'GST due' anymore hereafter. As of now what is their reply for any question? 'GST Due from Center'. "Why no payment of Rs.1000 to women as promised? GST dues not paid by CG. Why petrol diesel prices not reduced? GST dues not paid by CG, (12/n)
why this is not done, GST due, why that is not done GST due”. Now what is going to happen? for next 6 months TN cannot tell this excuse.
Central Govt is not going to hide or hoard the money due for TamilNadu. Whatever is due for the state will eventually be paid. (13/n)
Now that TN has to pay Rs.25000 crore to central Govt, is a separate issue. Now what they are going to do? How long they are going to peddle the same lie? “Petrol diesel price - this is the reason, will not reduce any price, GST is the reason” this is what is being (14/n)
repeatedly said by FM. Henceforth they cannot escape by telling the same lies. May be now he can try to create new confusion. What would be the new excuse (to divert people)? He will say “ The formula for calculation of GST due is wrong. The data is inappropriate, etc”. (15/n)
He is well known for this. The irony here is, the formula is debated, discussed and accepted in GST council, in which he too is a party and has signed (the resolutions). (16/n)
So I am also waiting to know what excuses he is going to tell henceforth and what new story-line he is going to come with. (n/n)

(For the uninitiated:
Part of @annamalai_k 's interview on 1.6.2022, busting the lies of FM and CM of Tamilnadu, on GST dues)
