The culprit is part of 10 members group/gang, which includes 2 women.
He planned to shoot during the tractor parade
He created a molestation incident to check the weapons farmer leaders are carrying.
He he felt Punjabis are emotional, thus they will easily show their weapons when someone is molesting a girl.
He came to protest site on 19th January to find the weapons available with farmers, and he found nothing.
If farmers don’t stop Tractor Rally on 26th Jan rally, police will shoot in the air, and his gang members will shoot from farmers side.
This will put farmers in a bad position, as if they are firing at police.
In the nutshell, a gang of 10 youngsters were sent to create trouble in Tractor Rally by attacking police.

For example, would CGTN not let you speak about Shanshan, the town that evidently disturbed you so much?


Why, pray tell, after noting how kind and hospitable Xinjiang police were to you in 2019 for CGTN—and how you were never told where you could or could not go—would you omit these details?
