When starting a business you need to be able to answer these questions...

1) What problem does your business solve?

Who does your business help?

How does your business help them?

Why do you want to start this business?
2) What are your skills, strengths and weaknesses?
And how does that translate to this business?

What are you passionate about?
And how does that translate to this business?
3) By answering those questions and writing them out, you'll learn about yourself and your business.

Getting to the core will help you move forward.
4) Then ask yourself these questions:

How much time are you able/willing to put towards this business?

How much money are you able/willing to invest into your business?

What is your dream outcome for your business?
5) Is it a short term side hustle or are you looking to grow this for years?

What resources/connections are available to you?

Is this business scalable?
6) From there you'll be able to form an outline of a business plan.

You don't need the whole plan mapped out.

Understanding the first actionable step to take is enough to start.
7) Which brings you to one of the most important questions?

Are you going to get started? Yes or No
