Even a major state party in politics cannot eradicate this completely.
This will be possible only if bribery and corruption are eradicated from the whole of India.

India must enact strict penal laws to eradicate bribery and corruption.
Indian penal laws need to be amended for these reasons.
Thus those penal laws should be such that people are no longer afraid to even think about these evils in their minds at any time.

These penal laws should be given special status so that they can be amended only with the consent of 80% of the people (referendum) so that they cannot be repealed by successive rulers.
