I spoke with @aliceeire at the launch of this report in 2017 by the Comhlámh Trade Justice group. There are real and serious social implications of the CETA agreement for Ireland, Europe, Canada, and the global South


The text of the CETA (EU-Canada “mega-regional” trade & investment) deal was agreed between the EU and Canada in 2016, but needs to be ratified by every EU member state to come fully into force. Only around half have done so far, partly because of mass activism across Europe

Things have been relatively quiet on the Irish front since 2017. But the Irish government has now put it the onto the parliamentary agenda for this Tuesday – presumably to try guillotine through a ratification vote with minimum time & space for opposition


"New generation" deals like CETA go way beyond basic trade flows: everything from trade in goods & services to finance & intellectual property, (de)regulation in all sectors of the economy, plus substantial rights & protections for investors -the C in CETA is for 'comprehensive'

The implications and risks are huge for worker's rights, environmental protection, public health, food standards, for small farmers, public services - for democracy

New! @DOJ_EOIR is *finally* moving forward with its long-planned deployment of electronic filing at the immigration courts, through a new Notice of Proposed Rulemaking that may hopefully bring the agency into the 21st century.

In the new Notice of Proposed Rulemaking, EOIR is proposing to expand its e-filing pilot program (ECAS) to all immigration courts nationwide.

ECAS post-dates my time in immigration court so I'll defer to others on how well that system has worked so far.


EOIR proposes that all new cases in immigration courts which implement the new e-filing programs would get an "electronic Record of Proceedings" rather than a paper file.

BUT—this would only apply to NEW cases. The current 1.25 million cases would not be converted to electronic.


Once the new electronic filing system is in place at a court, all attorneys (including DHS) will be required to file documents electronically, with limited exceptions allowing judges to accept some documents in open court.

BIA-accredited reps will have to opt-in to e-filing.


Under the proposal, law students and law grads who practice in immigration court would be required to file all documents through their attorney supervisor's account, and additionally mandate for the first time that the supervisor enter an appearance and appear for all hearings.

Remember I tweeted early October that attempts would be made to challenge the legality of the Judicial Panels of Inquiry and smack on it, @policeng and its lawyers are doing that.
Should folks be worried?

Please, don't be worried because established case laws are already against the Police. The argument that only the FGN can set up Judicial Panels of Inquiry into SARS/Police brutality is only true, to the extent that it relates to Abuja & FCT. Nowhere else.

The powers to constitute judicial panels of inquiry, which the governors legally exercised, fall within the residual list of the Constitution- and only the states can exercise powers under the Residual List.

FGN has no powers overs matters in the residual list- See AG Fed v AG Lagos (2010).
The question of whether the FGN can set up Judicial Panel of Inquiry within the purview of the Tribunal of Inquiry Act 2004 was long settled by the Supreme Court in Fawehinmi v Babaginda

For me it makes no difference that the Judicial Panels of states are inquiring into SARS or police brutality. The fact is that the inquiries are into the actions of police officers in states and not how @policeng is "organised abd administered" under S.214(2)(a) CFRN 1999
