1/THREAD: NEW DoD SECURITY CLEARANCE REFORM WILL HELP THOUSANDS

In little known move, on 1/14, then Acting USDIS @EzraACohen issued ground breaking memo to significantly reform @DeptofDefense #securityclearance program & enhance individual due process & increase transparency.

 2/Many ppl have been working for decades to effect these changes & with one swoop of pen, it is FINALLY now official policy. I cannot speak highly enough of what was accomplished & it needs to be known.
3/Memo follows through on what President Eisenhower started 60 years ago w/Executive Order 10865, still in effect today, what President Clinton created w/EO 12968 in 1995, & what SECDEF Bob Gates ordered in 2011. DoD must now consolidate, centralize & unify all existing
4/admin processes at every component, incl DoD IC agencies (DIA, NSA, NRO, etc) for unfavorable #securityclearance eligibility determinations (denial/revocation) into single process handled by Defense Office of Hearings & Appeals (DOHA), which has been hearing cases for decades.
5/Memo extends due process protections & grants authority to DOHA to hear not only defense contractor cases but also all @DeptofDefense civilians and military members, and importantly all Sensitive Compartmented Information (SCI) appeals, which it previously could not do.
6/Thus, for example, previously those denied clearance at @DefenseIntel would have two levels of internal appeals. First appeal in writing & w/personal appearance. But only client & single attorney could appear. No support witnesses.
7/Often very difficult to gain access to evidence as well. Second level appeal would be handled in writing only & secretly. Not necessarily conducive for real due process.
8/Now, after this memo, DOHA will independently hear and adjudicate second level appeal instead. This will happen at all @DeptofDefense agencies now, many of which agreed w/DOHA Judge’s recommended rulings up to 96% of time anyway. Centralization saves money, resources & time.
9/DOHA is gold standard of clearance due process. Their hearing process features experienced administrative judges, lawyers on both sides, witnesses, cross-examination, access to evidence, submission of exhibits, and opening and closing statements; all aimed at getting to truth.
10/I have appeared before its Administrative Judges dozens of times in last 20+ years in defending clients facing loss of eligibility. All of its decisions are publicly available online at https://t.co/djPLPXxBLq.
11/Frustratingly, there are some within @DeptofDefense who continue to fight against this memo. Opposition is primarily coming from IC components who do not want to lose jurisdiction & are scared of external (even within DoD) & independent oversight.
12/Honestly, and with all due respect, every argument I have heard either misunderstands existing system or is completely false, baseless or absurd.
13/This memo is not political in any way & nothing it creates will serve to facilitate granting of clearances to individuals or groups who should otherwise not receive access. It merely strengthens existing due process rights to maximize individual protections more broadly.
14/The DOHA system has worked for decades & ensures Executive Branch (Govt) decision makers - experts on eligibility to classified information - know all relevant facts before rendering informed decision. Who would not want that?
15/Agencies still control suspension decisions so any true problem can always be addressed. Importantly, agencies will have govt lawyer rep’ing their interests before DoD judge & can fully participate in hearing, whether through live testimony or documentary exhibit submissions.
16/Govt’s interests are FULLY protected. After all, this is still Executive Branch issuing all the decisions. DOHA judges are security professionals who have been doing this for decades.
17/In fact, if DOHA judge renders favorable determination for individual, govt agency can appeal that decision to a DoD appeal board of three judges. Executive Branch interests are ALWAYS protected.
18/Importantly, NOTHING in this memo changes any adjudicative guidelines or standards. Those remain same as they have for years, through both DEM & GOP administrations.

19/I have been handling these cases for 25+ years. I have taught DC Bar CLE class on topic since 2006 & I have testified as expert witness before Congress & court. Reform long overdue & supports rule of law & due process. Colleagues I have spoken to are ecstatic memo was issued.
20/And many who served at highest levels of govt as experts in this field agree. Here is but just one example from @FitzJohnP:

Charles Walker, Vice Chair of the 1922 Tory backbench committee in the Commons tells TWTW that he thinks the government knew it intended to “cancel” Christmas on Wednesday or Thursday but waited for Parliament to rise to do it. Says many of his colleagues find this “egregious.”

When put to Walker that Matt Hancock said this morning that wasn’t the case, it was the briefing on Friday which prompted the decision, Walker says: “Hmm yeah...well I’d have to disagree with the SoS on that.” So he’s either saying Hancock isn’t being truthful or is misinformed.

Walker: “Surely at some stage a senior government minister has say I’ve offered my resignation to the Prime Minister and the Prime Minister has to say- very early I’ve had to accept this.”

Reminder- Charles Walker is Vice Chair of the Tory backbench committee.

Walker heavily implies it’s Matt Hancock he wants to see resign: “I’m not asking for the government to collapse. I’m asking for a Secretary of State to take some responsibility.”

The Charles Walker interview is extraordinary in what he is inferring. A senior Conservative MP is essentially accusing his govt and ministers of deceit about what they knew about the new strain and when and by implication the timing of the new lockdown.

This is a good piece on fissures within the GOP but I think it mischaracterizes the Trump presidency as “populist” & repeats a story about how conservatives & the GOP expelled the far-right in the mid-1960s that is actually far more complicated. /1

I don’t think the sharp opposition between “hard-edge populism” & “conservative orthodoxy” holds. Many of the Trump administration’s achievements were boilerplate conservatism. Its own website trumpets things like “massive deregulation,” tax cuts, etc. /2

This tweet by @ThePlumLineGS citing a paper by @sam_rosenfeld and @daschloz on the "porous" boundary between conservatives, the GOP and the far-right is relevant in this context.


This is a separate point but I find it interesting that Gaetz, like Roy Moore did In his failed Senate campaign, disses McConnell. What are their actual policy differences? MM supported taking health care away from millions, a tax cut for the rich, conservative judges, etc. /5

Interesting parapo meeting today, anger, lots of 'THEY' vs 'US'. The zoom meeting was well attended. People threatening fire, thunder, tagging those of us calling for calm "Traitors".

Then I asked, how many of your children were involved in the Ibadan killings today? SILENCE!

Then one of my "Comrade" himself and his wife are always jumping from @channelstv to @ARISEtv. I asked him, aside your television rounds, have you ever handled an AK47? Simple question, he called me a bastard.
I asked will your Ibadan radio station host 100 Eso's? SILENCE!

Then another one, he was Afenifere lackeys, during the Ajegunle crisis, the same one who chopped money meant for young Yoruba who were defending their streets, mane died needlessly. I asked when last he visited Eso zones across Yoruba land. SILENCE! He kept ranting Fulani bla bla

Then practical questions to another, do we have a list of our vulnerable settlements? Any attempt to activate our fighting organisations so that all manner of people don't go about attacking innocent non Yoruba. SILENCE!

That one pretended he had poor network. No answer!

Then another one, he said I had 'changed'. I told him, you cant have witnessed a wicked Yoruba ruling elite, hype up sons and daughters of the poor and personally attended the burial of many of those unsung heroes and not call for extreme caution and the need to truly be prepared

1/ I am seeing more and more founder secondary in venture rounds (Secondary = founders selling some of their shares before some other shareholders are able). Series B-D. I see both as an investor and through entrepreneur circles.

2/ I like secondary for entrepreneurs. Moderation is key but in a lot of situations I think it helps accelerate the co. Lots of very smart investors disagree. Here are my thoughts.

3/ Magnitude: My basic rule of thumb from what I see is market is 4+ yrs and up to 10% of founder’s equity stake with some $ cap that makes sense given stage etc. (typically <$10m)

4/ The entrepreneurial journey is brutally hard. Giving some financial relief helps remove one piece of pressure. I don’t think that secondary in the magnitude mentioned impacts the drive/persistence of great entrepreneurs.

5/ That secondary means they will be able to just sleep knowing they can pay their kids’ tuition. Secondary will make most founders better at their jobs, thus accelerating the co.

How you can filter stocks for Intraday trades - 🧵

As a kid, we would do homework before school the next day - you have to do homework here too. A specific sector performs on a particular day and studying things a day before will help you spot that particular sector. (1/11)

To prepare for the next trading day, you got to check the Index charts of all sectors. You got to keep an eye on a specific Index if you see a few factors:

- If any Index closed exactly at the resistance, you can get a trade on either side on the next day. (2/11)

- If it gave a rejection candle at resistance.

- If any Index closed exactly at support, you can get a trade on either side the following day.

- If there was a bullish signal at the support.

- If any Index gave a breakout or breakdown and then gave a good closing. (3/11)

- If any Index has taken support at 50 or 200 EMA.

Once you spot the Index, look at all the stocks in that particular Index. Pick at least 3-4 stocks from that Index and add them to your watchlist for the next day. It's ideal to check both higher and lower timeframes. (4/11)

What you should do next day? (When I am unable to check Indices and stocks a day before, I sometimes directly start with this process.)

- Start with checking the top gainers/losers list. I observe market from 9:15 to 9:45am to check the sectors performing well on that day.(5/11)

It should be known that the colonialists reached a point that they knew they had 2 leave Kenya since they couldn't handle the Mau Mau war & the world was moving toward accepting independent Africa.However,the colonialists devised an evil scheme that still eats Kenya upto this day

Under this scheme, the colonial state came up with a plan that saw the first crop of chiefly “big men” being empowered financially to take their children to schools and eventually have those children go to England for further studies...

...and eventually providing a ready-made socio-economic & political class whom state power could be entrusted in the post-colonial era.This explains why their children & grandchildren still hold majority of important positions in govt or in the private sector supported by state.

This also explains why children and grandchildren of these homeguards are always given preferential treatment when it comes to government appointments. Wewe na masomo yako you are always asking why you can never get a job in government...yet you're qualified..now you know.

The number of sales your product receives is a multiple of these two variables:

1. How big is the target market?
2. How desirable is the outcome you're offering them?
