Yes, the opinion uses the CDC's words, but they're being cited here in a justification for banning abortion. That context is what matters.
"Domestic supply of infants" today reminded me of this March story where a former Republican state rep was stopped in Poland with 62 Ukrainian orphans while "trying to facilitate their adoption in America."
