Last Saturday afternoon Tirrell Lipsey, a FedEx driver, was finishing his route when he was attacked by a man screaming racial slurs at him. After the initial attack, the man followed him around stealing the packages he delivered.

At the time of this article, the man hasn't been arrested and charged, what's the holdup?
