This happened in Las Vegas, a car was doing over 20 in a 5mph zone and appeared to have hit a student. Obviously recklessly firing round on a campus full of students was the goto solution

Looks like he fired on a moving car with an unknown amount of kids in it (there were 4) and children on all sides of the vehicle, for some reason the officer had no concern for the life of any passengers or bystanders.
